The City of Lewiston Cover-up
PROLOGUE: The Closed-Loop System
For five years, the City of Lewiston has played a game of jurisdictional hot potato with my complaints of police bribery, assault, embezzlement, and fraud. Every time I reported a crime to the Lewiston Police Department, they told me to contact the Nez Perce County Prosecutor's Office. Every time I contacted the Prosecutor's Office, they told me to contact the Lewiston Police Department.
When I sought an ethics investigation from Mayor Dan Johnson, he told me to pursue the action with "the prosecuting office of the county and/or private counsel." When I filed a Government Ethics Complaint with the Prosecutor's Office, Detective Nick Woods responded: "It is our stance this complaint doesn't fall within the Government Ethics Form. All cases are investigated by the Lewiston Police Department and if you are unsatisfied with how the case was addressed, please direct your inquiries with them."
Reporting Bribery to the Prosecutors Office
This is not incompetence. This is a closed-loop system designed to protect connected interests.
The pattern is clear: when a whistleblower reports corruption involving Tim Krueger of Travelland RV, Dan Johnson defers to the Prosecutor's Office. The Prosecutor's Office defers to the Police Department. The Police Department defers to the Prosecutor's Office. And the whistleblower is left with nothing but a paper trail of obstruction.
This article focuses specifically on the City of Lewiston—its Mayor, its Police Department, its City Council, and its elected officials—and how each branch of city government participated in a coordinated effort to bury evidence of corruption, protect connected interests, and retaliate against a whistleblower. References to Nez Perce County and Travelland RV are provided as necessary context to demonstrate the full scope of the conspiracy.
CHAPTER I: THE ASSAULT AND THE ORAL AGREEMENT
Section I.0: September 6, 2020 – The Prelude to Violence
On September 6, 2020, I received a telephone call that would set in motion a chain of events culminating in a brutal assault and a five-year cover-up by the City of Lewiston. Troy Munstermann and his girlfriend, Wynter Spencer, contacted me to report that they had damaged the vehicle I had loaned to Troy—a car I had trusted him with in good faith. The damage had occurred while they were traveling in Oregon, and they were stranded, in distress, and in need of rescue.
Rescue From Oregon
Despite my reservations, I agreed to drive to Oregon to retrieve them and to repair my damaged vehicle. I had no reason to believe that this act of goodwill would be repaid with theft and violence. When I arrived at the location, I found Troy and Wynter waiting with my car—which had indeed sustained damage—and I prepared to take possession of the vehicle and bring them back to Idaho.
What happened next was a calculated act of betrayal. While I was distracted by the condition of the car, the logistics of the return trip and an unattended craft beer, Troy Munstermann and Wynter Spencer drugged me, stole my wallet, containing my financial transaction cards, identification, and personal effects. They then disappeared with the repaired vehicle, leaving me stranded and without resources.
The theft of my wallet was not a spontaneous act of opportunity; it was a deliberate and premeditated crime. Troy and Wynter had concocted a scheme to lure me to Oregon under false pretenses, damage my property, steal from me, and abandon me. I would later learn that this pattern of manipulation and theft was not an isolated incident—it was a reflection of the character of the individuals I would soon confront.
When I finally managed to return to Lewiston, I was determined to recover what had been stolen from me. I confronted Troy Munstermann at Travelland RV the morning I returned to work, the family business where he was employed, and demanded the return of my wallet, it's contents and the vehicle Wynter and Troy had damaged, stolen and used to flee the scene. That confrontation would escalate into a violent assault that would leave me permanently injured and set the stage for a years-long battle with the City of Lewiston's corrupt institutions.
Section I.1: September 8, 2020 – The Attack at Travelland RV
On September 8, 2020, at approximately 17:45 hours (5:45 PM), I was assaulted by Troy Munstermann at Travelland RV, located at 355 Thain Road in Lewiston, Idaho. The attack occurred on the premises of the RV dealership, a business owned and operated by Troy's brother, Kevin Munstermann. Troy, who was employed at the dealership, had been expecting my arrival. He knew I was coming to confront him about the theft of my wallet and financial transaction cards—items he and Wynter Spencer had stolen from me just two days earlier.
The assault was swift and brutal. When I confronted Troy about the theft, he lost his temper immediately and left his scheduled working day to return at about 3:30pm. Troy asked me to follow him outside. Without warning, he drew back his fist and delivered a single, devastating punch directly to my right eye socket and mouth. The force of the blow was catastrophic: it fractured my eye socket, shattered my two front teeth and upper pallet, and left me bleeding profusely on the back pad of the dealership. I was dazed, in agony, and unable to defend myself.
The assault was witnessed by approximately five other employees of Travelland RV, all of whom were present in the dealership at the time. According to the Lewiston Police Department's incident report (Case 21‑L4897), these witnesses later confirmed the incident over recorded telephone conversations with me. They had seen Troy's unprovoked attack and could corroborate my account of the events, besides having claimed that Troy Munstermann was a violent drug abuser, thief and a liar. Yet despite this eyewitness testimony, none of these witnesses were ever formally interviewed by the Lewiston Police Department, and no charges were ever filed against Troy Munstermann.
The police report, filed on April 5, 2021, documents the following:
"Cory said that he confronted Troy about it, when Troy lost his temper and punched Cory once in the mouth. Cory explained that when Troy punched him, it had busted his two front teeth. Cory said that Troy only punched him one time."
The report further notes that Troy had been motivated by anger over my accusation that his girlfriend, Wynter Spencer, was a "pill popper"—a reference to my belief, substantiated by Troy Munstermann's family memebers, that she had stolen my financial transaction cards and was using them for illicit purposes.
Post Assault
But the report also acknowledges that my accusation was based on a reasonable belief: I had discovered my wallet was missing after helping Troy, and I had never lost my wallet before in my life. It had a clip to chain to my hip.
The assault was not a "mutual altercation" or a "heated exchange"—it was a one-sided, unprovoked act of violence by a drug addicted man who was prone to drug addiction and violence.

I was not fighting back; I was confronting a thief and demanding the return of my property. In response, I was punched in the face with enough force to fracture bone and shatter teeth, and now taken the vision in my right eye. The City of Lewiston, through its police department, was notified of this violent felony and chose to do nothing.
Section I.2: The Hospital Call to Kevin Munstermann
From my hospital bed, I called Kevin Munstermann, the president of Travelland RV and Troy's brother. I was in severe pain, my face was swollen and disfigured, and I was facing thousands of dollars in medical and dental bills that I could not afford. I needed help, and I knew that Kevin—as the owner of the business where the assault occurred and the employer of the man who had attacked me—bore responsibility for the actions of his employees.
The telephone conversation was recorded and later transcribed. In that call, Kevin Munstermann made a promise that would prove to be hollow:
"Alright. Yeah. Well let me know if you need anything."
I replied:
"I'm going to need your help paying the bill."

This exchange constituted an oral agreement: Kevin Munstermann, on behalf of Travelland RV, agreed to cover my medical and dental expenses in exchange for my agreement not to file a police report against his brother, Troy. The terms of this agreement were later documented in Lewiston Police Department Case 21‑L4897, filed on April 5, 2021. The police report explicitly states:
"Cory stated the owner of Travelland RV, Kevin Munstermann made an agreement with Cory after he had been battered by Troy, that if there was no police report filed, and no charges pursued then the company would take care of the doctor's bills, and dentist bills."

The Lewiston Police Department was aware of this harassment. Klone documented it in his report. He knew that a hate crime motivated by disability had occurred on the premises of a Lewiston business. Yet despite this knowledge, no investigation into the harassment was ever conducted, and no charges were ever filed. The City of Lewiston, through its police department, was notified of a hate crime and did nothing. I was dismissed for having Autism after I confronted the owners about their tax evasion and embezzling.
Klone's report also documents the physical evidence of the assault. I showed him my mouth, which appeared to be missing teeth—two had been knocked out by Troy's punch, and the remainder were subsequently removed on a dentist's recommendation. The damage was not cosmetic; it was catastrophic. The report establishes that the assault was not minor; it was a serious battery resulting in permanent dental damage and, as I later discovered, permanent damage to my vision.
The report further notes that I had witnesses to the assault—approximately five employees of Travelland RV who had seen Troy punch me. I provided their names to the police. But the Lewiston Police Department never interviewed any of them. They never sought corroborating testimony. They never gathered evidence beyond my initial statement. They simply closed the case and moved on.
The City of Lewiston's failure to investigate the assault, the theft, the harassment, and the financial crimes was not a matter of negligence—it was a deliberate choice. The police department was protecting Travelland RV and the Munstermann family. They were protecting Troy Munstermann, the man who had punched me in the face and left me permanently disabled. And they were protecting themselves, because the officers involved in the case—including Jeff Klone and Rick Fuentes—had been taking bribes from Tim Krueger, the owner of Travelland RV.
The assault on September 8, 2020, was not an isolated incident. It was the beginning of a five-year campaign of obstruction, retaliation, and cover-up by the City of Lewiston. And it all started with a single punch that shattered my teeth, my eye socket, and my trust in the institutions that were supposed to protect me.
CHAPTER II: THE BRIBES AND THE FINANCIAL CRIMES
Section II.1: October – December 2020 – The Cash Bribes
Immediately following the assault, I witnessed Lewiston Police Captains Rick Fuentes and Andrew Fox, along with Detective Nick Woods of the Nez Perce County Prosecutor's Office, accept cash bribes from Tim Krueger, the owner of Travelland RV. Tim Krueger was a former Lewiston City Council member, a longtime Mason and Shriner, and the owner of Travelland RV for 38 years. He passed away on April 3, 2021.
The bribes were not a one‑time event. On multiple occasions, I observed Krueger handing envelopes of cash to these officers in the back office of the dealership. Andrew Fox was also the President of the Fraternal Order of Police Lodge 10, a position that gave him additional influence over department policy. Nick Woods, though assigned to the Prosecutor's Office, was embedded with LPD and regularly coordinated investigations as a detective.
The nexus of law enforcement and private business created an environment where crimes went unreported and whistleblowers were silenced. The Lewiston Police Department, through its highest-ranking officers, was complicit in a bribery scheme that protected Travelland RV from any meaningful scrutiny.
Section II.2: December 2020 – Discovery of Financial Crimes
In December 2020, while inventorying the dealership as part of my IT duties, I uncovered systematic embezzlement, tax evasion, and fraud perpetrated by Meghan McCreary, the office manager and registered corporate secretary of Travelland RV. Meghan, who later legally changed her name to Vittoria Paxe Puccini on July 7, 2021, had been manipulating financial records, forging signatures on title applications, and diverting company funds for personal use.
I documented these crimes with spreadsheets, emails, and financial statements. As the IT manager, I had backup copies of all of the financial records that weren't written in a paper-and-pencil-instead-of-pen ledger. The evidence showed that Meghan had falsified payroll records, created fake vendors, and altered bank deposits. I shared this evidence with the Lewiston Police Department on multiple occasions. Each time, the department declined to investigate.
Section II.3: January 26, 2021 – Termination and Threats
When I reported the financial crimes to Sales Manager Shawn Whitmore on January 26, 2021, I was terminated that same day. Two days later, on January 28, 2021, I was locked out of the building and threatened with physical violence by Whitmore, who told me to "forget everything" or face consequences. Shawn Whitmore tried to walk back these statements in a text message, February 2nd, 2021, when he remembered that I still had digital access.

Klone's promotion, coming just days after I had publicly reported the bribery, sent a clear message: the City of Lewiston rewards those who protect corruption and punishes those who expose it.
Section VI.3: The Pattern of Promotion
When corruption is exposed, those responsible don't investigate—they retire, promote, and deflect. Hurd retired. Klone was promoted, temporarily. Fuentes remained a Captain (until exposing himself to a minor). Fox resigned, formerly a Captain and FOP President. Hannah Liedkie ran unopposed for county commissioner. Nick Woods is running for county commissioner to replace the seat left vacant while he pursues his mistress Heather Moore. Woods needs to protect Coleman SOMEHOW. The City of Lewiston, through its leadership, actively shielded the officers who had taken bribes and obstructed justice. Only when I publicly explained this on the City of Lewiston, Idaho Police Facebook page, did Klone withdraw his nomination for Chief of Police.
CHAPTER VII: JESSICA KLEIN AND THE CITY COUNCIL'S RETALIATION
Section VII.1: January 5, 2024 – Jessica Klein's False Statement
On January 5, 2024, City Council member Jessica Klein posted on Facebook:
"Edit: I'm turning off comments because nothing being said has anything to do with the topic of volunteering to make the changes people want to see. It's all a blame game where everything is someone else's issue. I'm trying to make a real difference and can't get there on my own. Come volunteer for a committee!"
Section VII.2: January 8, 2024 – Police Report 24-L311
On January 8, 2024, I filed a police report (24‑L311) regarding Klein's libelous statement. Officer Ashley Morrow investigated and closed the case as civil, stating:
"A necessary component of proving libel is to prove the poster had direct knowledge that their statements were false. I advised him that Jessica may have felt threatened and therefore made this post, and that her post was protected under freedom of speech." LPD, Morrow
Section VII.3: The Council's Role in the Conspiracy
Jessica Klein is not the only member of the Lewiston City Council who participated in the cover‑up. Hannah Liedkie (who later became a Nez Perce County Commissioner) also played a key role. On July 19, 2023, Liedkie emailed Ada Eldridge, suggesting that I should be connected to "Mike Kingsley, Cindy Carlson, or Lori McCann" and that "Nick Woods could help." She was actively directing the handling of my complaints behind the scenes.
Liedkie later admitted in a Facebook exchange:
"I did work for the Shriners, and I knew Tim Krueger."
This establishes her direct connection to the Krueger family and the Travelland RV network. She was not an impartial observer; she was a participant in the system that shielded Travelland RV from scrutiny. The same network protects Liedkie in return by refusing to file criminal charges against Hannah Liedkie.

CHAPTER VIII: THE GEAGLEY INDICTMENT – THE PROOF EMERGES
Section VIII.1: September 23, 2025 – The Criminal Complaint 8/28/2024
2. Justin Coleman (Prosecutor) is aware of the post, contacts Trae Turner (married to Kali Jo Parker, works for Coleman).
3. Coleman informs Trae Turner (his attorney) about the post.
4. Trae Turner accompanies Puccini to Clarkston Police Department in Washington State.
5. Puccini, (who claims total disability from allegedly seeing hallucinations) files a police report falsely claiming I posted intimate images. Trae Turner shares a picture of my adult content website and erect penis to the Clarkston WA Police Officer Tom Sparks.
6. The Clarkston PD (Washington) investigates.
7. The Nez Perce County Prosecutor's Office (Idaho) uses the Washington police report to justify blocking me on social media. Instead, Ofc. Sparks remarks the truth. It was a folder of documented evidence that was designed to illicit a response from the Prosecutors office.

Kevin Munstermann knew exactly what he was doing. He was buying his brother's freedom from prosecution. He was using the promise of financial assistance to silence me and prevent a criminal investigation into the assault. And he made this promise in bad faith—knowing full well that he had no intention of honoring it.
Kevin never paid a dime. Troy never paid a dime.
The dental and medical bills, which have ultimately exceeded $20,000, were left entirely on my shoulders. I was forced to undergo multiple dental extractions to repair the damage caused by Troy's punch. I have lost vision in my right eye as a direct result of the fractured eye socket—a permanent, life-altering injury that I will carry for the rest of my life, besides countless MRI’s and follow up visits to attempt to and now diagnose the cause. I now have a closed angle, injury based glaucoma. The oral agreement was a promise made in bad faith, designed to silence me and prevent any criminal investigation into Troy Munstermann's actions. When the City of Lewiston later refused to prosecute Troy, they were complicit in this bad-faith agreement.
Section I.3: The Disability-Based Harassment
On April 7, 2021, Lieutenant Jeff Klone of the Lewiston Police Department met with me outside the police department. I had requested the meeting to discuss the status of my case and to provide additional information about the assault, the theft of my wallet, and the financial crimes I had uncovered at Travelland RV. Klone listened to my account and documented the conversation in a supplemental report filed the same day.
That report contains a damning admission that exposes the depth of the harassment I endured at Travelland RV:
"Cory also told me he has Asperger Syndrome which is a form of autism and after he was battered but before he was fired, the employees at Travelland RV would call him a retard because of him having Asperger's and that did not happen prior to the battery."
This document proves that I was subjected to disability‑based harassment at the dealership—a pattern of abuse that escalated dramatically after the assault. Before the battery, I had been treated with a baseline level of professionalism. After Troy Munstermann punched me in the face, the harassment became relentless. My coworkers—employees of Travelland RV—began calling me a "retard" and mocking my disability. They knew I had Asperger's Syndrome. They knew I was vulnerable. And they exploited that vulnerability with cruelty and contempt, especially after questioning Kevin Munstermann, Shawn Whitmore and Tim Krueger about the tax evasion.

CHAPTER III: THE POLICE REPORTS AND THE CLOSED CASES
Section III.1: April 5, 2021 – Police Report 21-L4897
On April 5, 2021, I filed a police report with Officer Joseph Lines (LPD Case 21‑L4897). The report documents the assault, the oral agreement with Kevin Munstermann, and the broken promise to pay medical bills. The report also notes that I had five witnesses to the assault.
Officer Lines wrote:
"I will be forwarding this case to the Nez Perce County Prosecutor's Office for review."
He has said to have attached medical documents, dental records, and photographs to the case file. That was also a lie discovered by multiple Public Documents Requests. That was the last action LPD took on the assault. The witnesses were never interviewed. The case was never forwarded. And Troy Munstermann was never charged.

Fox then emailed me: "This has been sent to the prosecutors office and they are declining to pursue any charges." But when I later requested the CAP sheet—the formal transmittal document to the prosecutor's office—the City of Lewiston, under Chief Jason Kuzik's January 11, 2024 letter, admitted that no CAP sheet exists for case 22‑L5337. This proves that Fox never actually sent the case to the prosecutor; his email was a lie designed to make me believe the prosecutor declined, when in fact the prosecutor never had the opportunity to review the evidence.
Section III.3: October 6, 2023 – Police Report 23-L17433 (Extortion)
On October 6, 2023, I reported extortion to Officer Jason Marketti (LPD Case 23‑L17433). On January 11, 2024, Lewiston Police Chief Jason Kuzik sent a letter that inadvertently confirmed the obstruction. The letter, addressed to me, was a response to my public records requests. It contained three devastating admissions:

Between September 25, 2023, and January 11, 2024, the City had responded to 2,466 public records requests from me:

The City of Lewiston Police Department, through its own Chief, admitted that the cases were never forwarded. The forgery case was never investigated. The extortion case was never investigated. And the assault case was closed on the orders of a deputy prosecutor who never received the evidence.

Kuzik attached final fee estimates for 22‑L5337 and 23‑L17433:

I reminded the Mayor that I had been reporting these crimes for over two years and had received no meaningful response from either the Police Department or the Prosecutor's Office.
Section V.2: July 18, 2023 – Johnson Defers
Mayor Dan Johnson responded on July 18, 2023:
"I have reviewed your complaint and met with LPD. I believe you need to pursue this action with the proper authorities which is the prosecuting office of the county and/or private counsel."
This was a deliberate deflection. The Mayor was fully aware that the Prosecutor's Office had already declined to act. He was also aware that the Police Department had closed the cases without prosecution. His response was not an investigation; it was an evasion.
Section V.3: July 18, 2023 – My Reply
I replied immediately:
"Here's the thing, Dan. I have. They - ALL - say that it's the responsibility of the police department to handle all of their own ethics complaints. When that doesn't happen, it goes to the Prosecutors office. When THAT doesn't happen, it falls squarely on the mayor's desk. I will NOT be stopping demanding this from the City of Lewiston anytime soon."
I documented the circular system in writing, directly to the Mayor. I made it clear that I understood the game being played. I refused to be silenced.
Section V.4: July 18, 2023 – Ada Eldridge's Warning
Later that same day, Ada Eldridge emailed me:
"The prosecuting attorney. What a joke. Justin is a puppet of the ones really in charge."
Even a third party recognized that Justin Coleman was protecting the system. Eldridge's warning was prescient: the Prosecutor's Office would continue to deflect, the Police Department would continue to obstruct, and the Mayor would continue to defer.
Section V.5: August 11, 2023 – Johnson's Final Decision
On August 11, 2023, Mayor Johnson issued his "final decision":
"After my meeting on Tuesday, and review of the City of Lewiston Personnel Policy, I do not find that members of the Lewiston Police Department engaged in conduct that violates the laws of the state of Idaho, including bribery and corruption, public records, ethics in government, prohibitions against contracts with officers, and using a public position for personal gain."
He concluded with:
"This is my final decision."
With that, the Mayor closed the door on any internal investigation. He had been presented with evidence of bribery, obstruction, and ethics violations. He chose to ignore it. He chose to protect his police department. And he chose to leave me with no recourse except to pursue federal action.

On July 15, 2022, Lewiston Police Chief Budd Hurd retired after nearly 32 years of service. His retirement announcement, obtained via Facebook, made no mention of the corruption allegations. But the timing is suspicious: I had publicly commented on the LPD Facebook page about the bribery, and I had filed multiple complaints.
Earlier, when I attempted to bring my complaints directly to Hurd, his out‑of‑office email reply directed me to Captains Jeff Klone and Rick Fuentes—the very officers I had accused of taking bribes. This is documented in the email chain. Hurd's response was not an investigation; it was a referral to the accused.

On July 17, 2022, just two days after Hurd's retirement, the City of Lewiston promoted Jeff Klone from Police Captain to Interim Police Chief. "I blocked Corey Switzer because he was threatening 'people I love'."
This was a false statement. I had never threatened Klein or anyone she loved. I had merely asked her to open an investigation into the Police Department, as per her position on the City Council. She blocked me on social media and then fabricated a threat to justify her actions. Jessica Klein

On June 25, 2025, the Nez Perce County Board of Commissioners, under the signature of Hannah Liedkie, issued a public records response demanding $8,733.12 to process a request for emails between Justin Coleman, April Smith, and Trae Turner.

Let that sink in. The County argued that emails between the elected prosecutor, his chief deputy, and his personal attorney—all related to the handling of criminal complaints—were not in the public interest. They then slapped a $9,000 price tag on those records, knowing full well that a private citizen cannot afford that.

CHAPTER XI: HANNAH LIEDKIE'S SELF-DEALING AND OBSTRUCTION
Section XI.1: The Conflict of Interest
Hannah Liedkie, while serving as President of the Lewiston City Council, also served as President/CEO of Opportunities Unlimited, Inc. (OUI), a nonprofit that receives hundreds of thousands of dollars in city, state, and federal grants. During her tenure on the Council, OUI received over $350,000 in city funds. Liedkie paid herself approximately $89,000 per year from OUI—a salary approved by a Board of Directors she helped select.
The math is simple: Liedkie voted on budgets and grants that directly benefited the organization that wrote her paychecks. She claims she "consulted with the legal department" and recused herself from some votes, but public records confirm she remained on the dais during critical funding cycles and recipients of several grants from the likes of Avista to Opportunities Unlimited Incorporated for Hannah Liedkie to then vote on rate increases for the county.
Section XI.2: The $8,733.12 Invoice
On June 25, 2025, Liedkie signed the $8,733.12 public records invoice for a specific email request. She knew that the request was for emails between Coleman, Smith, and Turner discussing Switzer and Travelland RV—emails that would reveal exactly what the Prosecutor's Office knew about the embezzlement and why they failed to act on my reports for years.
Liedkie's strategy was simple: bury the records in a mountain of paperwork, charge an astronomical fee, and hope the whistleblower goes away.
Section XI.3: Liedkie's Threats
In a Facebook message, Liedkie wrote:
"I can tell you that I've had several people reach out to me due to your immature behavior on my social medias, some that are watching closely and have much more power than I to seek out legal ramifications of improper conduct."
This wasn't transparency. This was an intimidation tactic used to silence whistleblowers. Liedkie threatened government surveillance—a Fourth Amendment violation—and then blocked me on social media, a First Amendment violation.
When I contacted the City of Lewiston Police Department about Liedkie's threats, Officer Jessie Rutiger hung up on me instead of taking the police report. The police once again refused to investigate a public official.

On April 16, 2026, Liedkie admitted in a Facebook exchange:
"I did work for the Shriners, and I knew Tim Krueger."
This establishes her direct connection to the Krueger family and the Travelland RV network. She knew Krueger. She knew the Shriners network because she was employed under Tim Krueger, the Pontiff Potentate and Accountant for the Shriners.
When the whistleblower came forward, she didn't investigate—she siloed, intimidated, and extorted.
